Industries and Vocational Training

The Industries and Vocational Training Section engages persons in custody in productive work and market-oriented vocational training courses with public or Qualifications Framework accreditation for their reintegration after release.

Industries

In 2018, the total commercial value of products and services we provided to the public sector was HK$442 million. A daily average of 4,392 persons in custody were employed in 13 trades in about 130 workshops.

Major production projects included the provision of a large number of precast concrete and sign products to various significant infrastructure projects including the Hong Kong-Zhuhai-Macao Bridge, the Liantang/ Heung Yuen Wai Boundary Control Point, the Central-Wanchai Bypass and Island Eastern Corridor Link.

To align with the Government’s promotion of modern office layout concept, new series of furniture with ergonomic features for government officers including directorate grade officers were developed with brand new equipment and production technology introduced.

To address the changing needs of CSD colleagues, a uniform enhancement programme had commenced by starting with staff uniform caps with comfort and easy care features. Recognition of Prior Learning under the Qualifications Framework was also extended to persons in custody who engaged in the sign-making trade in addition to the prevailing printing trade.

Vocational Training


In 2018, we organised 41 and 20 vocational training courses for adult and young persons in custody respectively. New courses for adults included the Foundation Certificate in AutoCAD in Renovation Drawings and the Foundation Certificate in Preparation for Intermediate Trade Test for Floor Layer (Timber Flooring) of Interior Renovation. Innovative smart home systems were installed in the Building Services Workshops of Pik Uk Correctional Institution and Cape Collinson Correctional Institution for young persons in custody. A total of 2,267 vocational qualification examinations and trade tests were taken by adult and young persons in custody with an average passing rate of 98%.

The Department introduced a new Foundation Certificate in Preparation for Intermediate Trade Test for Floor Layer (Timber Flooring) of Interior Renovation.

Facility and System Upgrades


In June 2018, a holistic upgrade to the Manufacturing Management and Control System was completed for streamlining workflow and financial management. We continued to introduce computerised production technique in various trades for enhancing the post-release employability of persons in custody.

Staff Training and Development


In 2018, 616 staff members attended 94 training and development programmes in different fields organised by the Occupational Safety & Health Council, Civil Service Training and Development Institute and other technology-based agencies. Refresher and integrity courses were arranged for all instructing staff and Assistant Lecturers to enhance their work knowledge and integrity management concept.

Occupational Safety and Health (OSH)


The Departmental OSH Steering Committee plays a leading role in promoting OSH culture among staff members and persons in custody. Specialists from Labour Department and Hospital Authority were invited to share their best practices in the committee meetings. In 2018, 9 institutional teams voluntarily participated in the OSH Safety Quiz co-organised by Occupational Safety and Health Council and Labour Department in which Shek Pik Prison won the 1st runner up of the Occupational Safety and Health Council Plate.
