Industries and Vocational TrainingIn 2013, the Industries and Vocational Training Section (I&VT) continued to engage persons in custody in meaningful industrial work and provided them with market-oriented vocational training courses with public accreditation for their reintegration into the community.
Industries DevelopmentIntegrated with training on new production techniques, generic skills and quality concepts, the industrial work we arranged for persons in custody contributed to the provision of products and services to the public sector in a cost effective way. The total commercial value of products and services produced and provided by persons in custody engaged in industrial work in 2013 was HK$364.2 million. Inclusive of the services of grounds maintenance and general labour, the total commercial value in 2013 was HK$ 379.5 million. To show our care to the community, we were committed to supplying 14 million pieces of filter masks for government departments annually, such as Department of Health, Fire Services Department and Food and Environmental Hygiene Department and all public hospitals under the management of Hospital Authority. We also maintained three-month buffer material stock of key materials to safeguard the community against a sudden upsurge in the requirement for filter masks. Furthermore, we made and delivered more than 400 sets of office furniture for the opening of the North Lantau Hospital in mid 2013. Meanwhile, we provided more than 2 500 sets of metal railings, 30 000 pieces of precast concrete edgings and kerbs, 2 500 square metres of reflective directional signs and 7 500 pieces of traffic signs for the Kai Tak Cruise Terminal, Central-Wanchai Bypass, Island Eastern Corridor Link, cycle tracks as well as other road and infra-structure projects. A joint project with the Hong Kong Research Institute of Textiles and Apparel and the Hong Kong Polytechnic University which sought to enhance the functional fabrics for making staff uniforms was completed in October 2013. The project findings were shared with other government departments. In support of environmental protection, we reviewed from time to time the green specifications for procurement of various industrial materials to meet the relevant guidelines and regulations.
Employment of Persons in CustodyA daily average of 4 639 persons in custody were employed in 13 trades in about 130 industrial workshops in 2013. The remaining persons in custody were engaged in essential domestic fronts including cleaning, kitchen and maintenance work.
Vocational Training DevelopmentTo help rehabilitated persons reintegrate into the community, new vocational training courses were launched in 2013, including the Timber Formwork Skill Course and the Hong Kong Style Cafe Operations in Tong Fuk Correctional Institution, the Bar Bending and Fixing Skill Course in Tai Lam Correctional Institution and the Travel Agent Assistant Training Course in Tung Tau Correctional Institution. All these courses are accredited by the public training bodies. A total of 3 059 vocational qualification examination papers and trade tests were taken by adult and young persons in custody in 2013 with an average passing rate of 97%.
Facility UpgradingThis year, we kept on upgrading our workshop facilities. Two new garment workshops providing 65 and 35 work posts were set up in Lo Wu Correctional Institution and Tung Tau Correctional Institution respectively. The Tai Lam Correctional Institution Metal Workshop was also refurbished to facilitate the re-engineering of the production line.
Information TechnologyInformation technology was a key means for achieving management efficiency. In 2013, the Contract Management Sub-system and the Book Sorting & Tracking Sub-system were successfully implemented. Furthermore, we applied advanced technologies in workshop production like 3D design drawing and computerised engraving to enhance both the competitive edge of our business and employability skills of the persons in custody.
Staff Training and DevelopmentOver the years, the Industries and Vocational Training Section has emphasised staff training and development needs. In 2013, 627 staff members attended 108 training and development programmes in different fields organised by the Occupational Safety & Health Council, Civil Service Training & Development Institute and other training agencies. Visits to counterpart organisations were also arranged to keep staff abreast of new knowledge.
Occupational Safety and Health (OSH)We care for the occupational safety and health of our staff and persons in custody. With the continuous efforts made by the Departmental OSH Steering Committee, a safety culture in workplaces has been widely cultivated. In 2013, various institutions and sections actively participated in the OSH Quiz Competition organised by OSH Council and the result was encouraging.
