May 28 | An opening ceremony of the new complex of Tai Lam Centre for Women was held on May 28, 2015. The new complex comprises a centre hospital, an office of the Rehabilitation Unit, correctional facilities for Category A female persons in custody and an outdoor activity yard. | |
Sep | The Reflective Path is a new educational initiative officially launched in September 2015 to introduce simulated activities for experiencing custodial life at Ma Hang Prison. | |
2016 | Jun 14 | Two courses launched by the Staff Training Institute's Tactical Training Section, namely "Professional Certificate in Safe and Effective Controlled Tactics" and "Certificate in Safe and Effective Controlled Tactics" were recognised by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications ("HKCAAVQ") as meeting the accreditation standards on June 14, 2016. The course accreditation is the first of its kind among the professional aspects of tactical training being recognised. |
Sep | CSD has set up regular Regional Response Teams operating in small teams under the Escort and Support Group, with a view to taking prompt actions. The Regional Response Teams are responsible for high-risk escort duties and provision of tactical skills training for correctional staff and support to various institutions to tackle emergencies. | |
2017 | Feb 1 | The Department launched the new Vision, Mission and Values statement. New elements of “community education” and “crime prevention” were incorporated into the Mission statement. Subsequently, the Department won the Bronze Prize of the Departmental Service Enhancement Award (Large Department Category) of the “Civil Service Outstanding Service Award Scheme 2017” on 7.9.2017 and the “Excellent Change Management Award” at the HR Excellence Awards Ceremony 2017/18 held by the Hong Kong Institute of Human Resource Management on 25.5.2018. It was in recognition of the strenuous efforts exerted by the Department in recent years in promoting community education and enhancing the awareness of law-abiding values among the youths to achieve the objective of crime prevention. |
Jul 19-20 | To tie in with the 20th anniversary of the establishment of the Hong Kong Special Administrative Region and the 35th anniversary of renaming of the then Prisons Department to the Correctional Services Department (CSD), we launched Conference 2017 – Evolution of Corrections on 19 and 20 July. In addition to CSD, participants included correctional services authorities from 14 Mainland provinces and municipalities, Macau and overseas countries including Singapore, Canada, Australia, Indonesia, Israel, Fiji, Malaysia, Korea, Japan and Thailand, as well as the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders. The Conference drew on the wisdom and experiences of renowned speakers and participants to discuss the development of correctional work. | |
Jul 19 | The Correctional Services Department (CSD) commissioned the Department of Applied Social Science of the City University of Hong Kong to conduct a consultancy study on “Effectiveness of Rehabilitation and Community Education Work of CSD”. Professor Eric Chui of the Department of Applied Social Science announced the findings of the consultancy study at the Conference 2017 – Evolution of Corrections, which revealed that the rehabilitation and community education work of the CSD had saved the social cost arising from crime estimated to be $74.3 billion in five years. | |
Dec 15 | Since the Inspectorate and Security Unit had been awarded the Certificate of ISO 9001:2000 by the Hong Kong Quality Assurance Agency on its “Provision of Institutional Activities Inspection with reference to Current Ordinances, Rules, Regulations and Departmental Policies” on 26.7.2004 and was successfully converted to ISO 9001:2008 on 25.2.2009, the quality management system has been strengthened by emphasizing more on the “risk-based thinking” approach and the enhanced control on the corresponding follow-up actions. It has passed the Conversion Surveillance Audit and was awarded ISO 9001:2015 certificate on 15.12.2017. | |
2018 | Jan 11 | After the successful conversion from ISO 9001:2000 to ISO 9001:2008 in January 2009, the Complaints Investigation Unit, by strengthening the emphasis on the “risk-based thinking” approach and the control on the corresponding follow-up actions, has passed the conversion surveillance audit and obtained the ISO 9001:2015 certificate in January 2018. |
March 17 | CSD Knowledge Management Team attended the International Conference on Innovation and Knowledge Management (IKM) cum Most Admired Knowledge Enterprise (MAKE) Award Presentation Ceremony held at Tsinghua University, Beijing, and received the award of Asian MAKE Award 2017 on behalf of the Department which was the only organization in Hong Kong to have captured the Asian title that year. Earlier in July 2017, CSD had won the Top Winner Award and The Best in Knowledge Culture Award in Hong Kong MAKE Award 2017. | |
May 8-10 | A delegation of six members from Correctional Emergency Response Team (CERT) and Regional Response Team (RRT) participated in the 5th Asian Prisons Lockdown Challenge (APLC) organised by Singapore Prison Service and clinched the Overall Championship with a member being the first ever female representative in the history of the competition. | |

The exhibition attracted more than 800 exhibitors from over 40 countries and regions, including enterprises, scientific research institutes and universities to showcase their innovative inventions. |
Apr 30 - May 10 | A delegation of 11 male and 1 female members from Regional Response Team (RRT) and Correctional Emergency Response Team (CERT) participated in the Mock Prison Riot 2019, Tactical Skill Competition cum Weapon and Equipment Exhibition in West Virginia, USA and clinched the overall second runner-up position which was the best result among participating teams from Asia. | |
Dec 10 | The prize presentation ceremony of the Civil Service Outstanding Service Award Scheme 2019 was held on 10 December. The system was awarded a Silver Medal in the International Exhibition of Inventions of Geneva 2022 in which nearly 800 inventions from 25 countries and regions were showcased to compete for awards. |

2023 | Apr 26-30 | Introduced by Smart Prison Protocol Unit, the “Persons-in-custody Integrated Intelligent Communication System”, which equipped with keyword spotting and third-party detection function, allows persons-in-custody (PICs) to contact designated relatives and friends in a self-service manner after obtaining approval. This could encourage PICs to stay in contact with their relatives and friends and to enhance the effectiveness of their rehabilitation. The system was awarded a Silver Medal in the International Exhibition of Inventions of Geneva 2023 in which nearly 1,000 inventions from over 40 countries and regions were showcased to compete for awards. |

This project was awarded this year's Community Corrections Award, an excellence award by the International Corrections and Prisons Association. The award aims to commend exceptional work by units and projects that have supported and promoted rehabilitation work at the community level with innovative approaches. |
